Yes it was about 10pm Guam time which was 4.5 hours ago

Thanks, that would be around 12:00 UTC or about 15 minutes after launch, in line with the reported 3rd stage failure scenario.

The difference is that the December one (probably the Long March 5 on December 27) is pre-planned and air/space closure notices were announced before hand, while this one isn't.
