Perhaps, they would still need a launch range area to make sure they aren't involved in an incident with civilian air and marine traffic. Perhaps launch from KSC, etc., just use the USAF range support.
For civilian uses I wonder if such an all-solid fuel sat launcher and TEL truck system would actually be cheaper and more flexible than all those recent US small sat launchers that usually goes for RP-1/LOX. Can this actually be more competitive than @RocketLab/@Virgin_Orbit ?
