1. This rocket, or its parts, aren't really on any possible critical paths for them to get to the Moon. 2. I can't see them landing people on the Moon before the US et al. does anyway - the technological level gap is just too big and they doesn't seems to be too committed to it.

And how the 2 things relate to each other exactly? Where's China's super heavy lift launch vehicle? SLS will launch sometimes next year, LM-9 won't launch for another decade (at least).
