I wonder if that means shipbuilding welding methods and practices are just not enough for heavy-duty cryogenics loaded tanks like this one.....

Using the same reasoning, one would have concluded that landing rockets was just not feasible after half a dozen failures or so. They approach the problem from what is absolutely necessary and add more process if it doesn't work, normally it is the other way around.
Well, we don't know how comprehensive their welding procedures are so far, so I agree that we don't need to talk about drastic measures just yet. I wonder if they are doing X-Ray or Ultrasound checking of all welds so far - that might be enough to find all the bad weldings.

Depends on how much time it takes. Making it work isn't always the same as having a viable process. Unless you're having a cost plus contract ...

They might also modify the process to be more robust, in order to avoid time-consuming steps. There's more than one way to skin this spaceship.
