They’re putting a lot of money on the table to achieve this goal. Hopefully Chandrayaan-2 taught them a lesson, and they’re gonna be very careful about the Gaganyaan program. The fact that they plan two inhabited flights is already pretty reassuring.
Not with their talks of flying them by December 2020 and July 2021 though, and there were even talks of replacing the 1st stage engines of GSLV-III of these flights with the new RP-1 powered SCE-200 (!).
Yes those dates are optimistic, but we know there will be delays, of course. For the SCE-200, I read that they plan to test it on the GSLV-Mk3, but they probably won't on the critical flights of their crewed program x)
