It was RCS thrusters not the main engines from what I can tell, but yea if they hadn't been able to fix those in orbit it would have precluded docking with the space station. Either way, NASA will make the determination on whether or not further testing is necessary for Starliner
Well I remember very clearly that Dragon CRS-2 back in March 2013 *almost* had the same issue (problems with activating the propellant system/thrusters) - it's just that it didn't have to raise its orbit that quickly, or else we might be looking at an AOA abort back then.

That was a supplier issue - a Dragon propellant valve changed without notification and got stuck. Pulsing the prop loosened it.
