On NASA TV thet say that this is "within the acceptable margins of the test".

Yes. Starliner is designed to land under 2 chutes in the event of a single chute failure. So in that regard, it's a success. But one chute didn't deploy at all it looked like. So that's something that will now have to be looked into and fed into the readiness calcs for OFT.
