I must have missed something - why are they launching a Soyuz w/o people? It is going to ISS? Is it being used like a Progress?

Because they are using the 2.1a version of the rocket. The first time they used the 2.1a with a Progress, unexpected vibration modes ripped it apart. So to be on the safe side the first time they use it with a Soyuz-MS, no crew. It will go to ISS and is carrying a little cargo
