Perigee is 223 km? Seems low.
It's pretty standard (Falcon 9, Ariane 5, Atlas V etc. often uses GTO with such perigee); anything above 170 km are usually normal.

Much too early to tell. For Chinese GTO launches, apogee burn typically about 2 to 4 days after launch. More likely the issue is attitude control or comms/commanding problems
