This is strange, for while the Dnepr features a fairly similar payload layout, at least its upper stage was the re-purposed ICBM PBV. Here though the 4th stage is an SRM and there's no reason why it and the payload should be placed inverted. (´･ω･`)?

So could stage 4 and the fairing RCS be used as a post-boost aiming vehicle for a single RV? Are we sure JL-1 isn't a repurposed missile?
Looking at the video I thought the forward RCS module would have been jettisoned with the forward cone?
