3. The "fairing" is only a disposable cone containing the forward RCS that controls the initial attitude of the rocket together with the fins at the bottom 4. After 3rd stage separation, the 4th stage and payload would need to make a 180 degrees turn before ignition.
This is strange, for while the Dnepr features a fairly similar payload layout, at least its upper stage was the re-purposed ICBM PBV. Here though the 4th stage is an SRM and there's no reason why it and the payload should be placed inverted. (´･ω･`)?
There's a precedent. Thor-Burner 2 with extra solid upper stage in June 1967. Stage was mounted nozzle-up, though payloads were mounted laterally.
