Checking back on the mission, the Vega 2nd stage Z23 motor ignites at T+1:55. Acceleration seems normal (at least within the normal range as I remember for previous Vega launches) until around T+2:12 at around 2.16 km/s, then stopped.
So that probably points more to a loss of thrust during the 2nd stage burn (casing burn-through?) or loss of attitude control, instead of failure of ignition.
They said "début du dogleg" after second stage ignition. Maybe some issues during the maneuver.

But a loss of control during that maneuver would certainly cause that outcome.
