I think the L numbers are independent rocket serial numbers as the sequence was shared up to Ariane 3 (up to L28 IIRC). Ariane 4 and 5 are numbers 4XX/41XX and 5XX/51XX respectively.

AFAIK it's both. L being a serial number (thus the infamous L501), but also a launch designation up to L08, the last flight being managed jointly by ESA and Arianespace. Once A took over with V9 they rightly frenchified the whole thing into Vols. (AFAIK, I've been wrong before)
