Strictly speaking isn't a turboprop engine still a jet engine though? (does turboshaft on helicopters count too?)

He means that turboprops are jets too, and he's correct. The modern jet engine is a turbofan. It has a jet engine inside of it, and it's connected to the big turbine at the front, which gives most of the thrust. It's the same with turboprops. Jet engine connected to a propeller.
