In the 1990s there were a few in the US that did, or tried. Orbital, Lockheed LLV/Athena, Eprime with Peacekeeper motors, International Microsat’s Orbital Express, SSI->EER’s Conestoga (which flew an orbital launch attempt well after Pegasus & Taurus).

Well of these companies only Orbital and SSI would fit in the description of start-ups that made it to the "leaving the launch pad" stage. In China we already see 2 such companies flying in the past 6 months & a 3rd that may fly next month. Not to mention the state-owned ones...

That's correct. Yet it's also true that very few recent satellite launch vehicle commercial start ups anywhere in the world - be it in the US, Europe or other Asian countries - went with solid rocket motor solutions. Except the Chinese. The system there must be different.
