And it seems the "problem" is that the satellite is deliberately launched to the standard GTO trajectory, then apparently expected to make the 30+ degree inclination plane change to then target IGSO! I've never heard of something like that for a GSO sat!

I realized that while not quite the same, this seems similar to the plan of launching GPS sats from the Space Shuttle in the 1980s, where the GPS sat & upper stage are released from a 28-ish deg. LEO (as they are almost always planned to be flown with run-of-the-mill comsats)?
