One point of note: in PRC the spaceflight industry is a much more tightly knitted military–industrial complex than anywhere else. The very rocket launched was more of a Conestoga (in terms of outsourcing - all SRMs were from state owned competitors!) than a Falcon.

As well as a policy change to allow private capital, the national 'military-civilian integration' strategy had been crucial for these companies for access to technology. Also, Landspace's facility in Xi'an seems to be CASC site, and there's been a bit of outsourcing ongoing on.
