Apparently NOTAM A4312/18 is the real one - the time must be around 11:00 UTC (7 pm LT). There was even a drop zone notice at Fugu county, Yulin city, Shannxi, China (just west of TSLC) alerting dropping of things between 10:50 and 11:10 UTC! No relations with Soyuz whatsoever.
