          I tend to believe women's prisons are in need of the biggest reforms. Women still give birth in handcuffs in most states.

          After doing some work in a women's maximum security prison in CT, none of them would give birth in handcuffs.

          Is @ChrisVanHollen saying that private prisons are making guilt-or-innocence decisions? Are you agreeing? How are jailers making judgments?

          Dittos for judges, and probably public prison operators too. Lots of non-violent drug "offenders" are keeping public prisons in operation.
