No of course not, but you can't incarcerate people who haven't commited a crime yet. You have to wait till they do it. Otherwise anyone could be arrested on the excuse they'll commit a crime in the future even if they're innocent in the mean time.

No but your advocating criminalizing mental illness. And she wasnt entering her apt, she was in the street about to enter the building lobby and he attacked her still in the street. I do agree with you they need help but that's what the meds are for.

They have free will and if they choose to be put on the street rather than accept help it would be cruel and not compassionate to incarcerate people against their will just because they're mentally ill.
