It's a term designed to confuse rather than to clarify, as though there was just some bureaucratic paperwork snafu.

It seems to me, and I'm very serious here, if I were to denounce my citizenship and live here "undocumented" I'd be way better off than I am now. I would get inundated with "FREE" stuff. No more bills, no more medical payments, free stipends, free housing. The list is endless.
