If it's based on taxable income in the last couple of years, a whole bunch of people will get nothing. I am an unpaid caregiver for two disabled family members.

They just refuse to do anything for ppl that isn't means- tested, where those w/less get less/nothing. Only corporations are exempt from means-testing. Now we're bailing out Boeing for their corner cutting & plane failures, while workers drown. Cong. crony capitslists need to go!
