I was a driver before and drivers can't change their picture without appoval. So I deleted my driver account but still can't change it.

Did you try Settings > Delete Account > Switch to Lyft?

Shouldn't they want to have an up to date picture? Changing it often is actually the way to keep it correct, people change.
