I'm pretty immersed in trans commentary and activism, and I've never heard anyone suggest anything of the kind.

Gender non-conformity is not gender dysphoria. It doesn't mean you're trans. Liking dolls doesn't mean you want bottom surgery. BEING A TRANS WOMAN doesn't even mean you necessarily want bottom surgery.

Furthermore, gender confirmation surgery is not performed on minors in any country on Earth. This is a panic generated by fear-mongers, equivalent to the conflation of homosexuality and pedophilia.
