The problem with Nazi propaganda isn't that it's "inappropriate for some audiences." It's that it incites hate & violence on basis of race.

That's a problem with hate speech laws in general. They usually backfire.
Only hate speech laws that work are ones that specifically specify that incitement and Holocaust denial are illegal.
