to me the concern is reminiscent of anger about "college girls pretending to be bisexual for attention"
there are probably degrees of severity for dysphoria, as there's probably a Kinsey scale like thing for sexuality

in environments of extreme transphobia, only people who can't live without transitioning (or who can pass perfectly) will transition

if the pressure to be gender conforming is lessened, more people will probably experiment with it and I see that as a positive thing
