It makes the statement "lets avoid a Reichstag fire" nonsensical. What could Communists have done to cause OR prevent it?
the point is that, whether started by a communist or a fascist, the effects were not good.

It does make a difference, though. If innocent, "Don't have a reichstag fire incident" may as well be "don't get lied about."
