"A riot is the language of the unheard" means that riots are inevitable in situations where injustice has been repeatedly ignored.

It means that when there's a riot, we should look at the conditions of injustice that led to the riot and try to change those conditions.
It does NOT mean that comparatively privileged people should grab a brick and join in the fun.
