So is it actually illegal to display a swastika in Germany, even for the purposes of commentating on hate groups and history?

I've seen plenty of swastikas in German language content. It seems to be rather selectively enforced.

afaik use of symbols "unconstitutional organizations" (ie. nazis) outside of art, science, research etc contexts isn't allowed

There's no EU wide law about banning swatikas (e.g. legal in UK). Many EU countries have hate speech laws though
