0 hours/self employed/part time are usually in jobs like that for a reason, flexibility, or the industry. I’d hardly class them as under employed or unemployed.

I’m in zero hours because after being made redundant years ago I haven’t been able to get a job even after hundreds of applications. I have a good CV but companies don’t want to employ over 60 year olds.

That’s a problem with companies and ageism, not 0 hour contracts or government? The 0 hour contract 100% serves a purpose, especially for smaller businesses where it would be impossible to guarantee hours.
