I don't understand. They're saying 0.3% of people on youtube are seeing auto-generated thumbnails, they aren't saying they only care about 0.3%. I think this experiment was poorly conducted by youtube but I don't think this is anything to jump on the youtube hate train over.
Again, this experiment was incredibly poorly run by YouTube. They should have had it as a voluntary thing and hopefully they fix that for any future things. What they're doing isn't bad though, since they're trying to improve the auto generated thumbnail algorithm.

They just needed to communicate better with both viewers and creators before hand, which they've acknowledged at this point
