How did it test its docking system without docking to anything?

They extended and retracted the docking adapter, and communicated with the ISS as they would had they been able to dock. Obviously not as good as actually docking, but it was something.

You could have claimed 'success' when the Capsule was sitting on the ground, prior to launch, under the standard being claimed for NASA Docking System. It'd be hilarious if you get up there, on the next flight with crew, and it won't mate up...

Failed main objective, getting to the space station. If Boeing wants to show they actually care about safety and not profit, just say we need to do another demo mission and ace it! Extra cost? Yes, of course, but isn't that why you got a bigger contract.
