Jail drug dealers with stiff sentences ( think Singapore). Offer treatment to addicts, if refuse, force or repatriate to their cities. Jail addicts when they break law, whatever law they’re breaking.

Offering treatment won't typically work on an addict focused on the next high. They need a few days in a cage to sober up and get some clean water/food in them before they have a chance to think clearly enough to genuinely accept the first steps into treatment.

Come on now, dollar say you already know the answer but too many people, maybe you’re one of them just can’t admit to themselves what works and will work again. Make crime illegal. Crimes like drug use and sales at least in public for gods sake!
