Climate change/net zero (41%) trails only the NHS (67%) in the public's priorities for cash in the Chancellor's upcoming Spending Review.
Conservative voters think the UK should be taking action on climate change even if other countries are not (65% agree v 14% disagree).
They were never going to write a positive headline for the PM in conference week.
