In those movies the bad guys are supposed to be a characters that the protagonist has many long fights with in order to draw it out for cinematic purposes. For a better idea on the sheer number bad guys an elite professional would burn through, see "The Punisher" on Netflix.

Yeah, that scene looked kinda weird. Some defense for this is that depending on the caliber/ammo type being fired, Kevlar is quite penetrable. Body armor IS NOT bullet proof so much as bullet resistant.
