    This is how budgets work. If you take a look back through Wayne Swan’s Budgets, there are plenty of “dashes”. Does each dash represent a lack of funding? 🤔

    Thanks for waiting. Budgets are set over 4 years. When projects move from the planning phase to the construction phase, payment schedules are updated so that funding can flow as soon as it’s needed.
