I think that trend was obvious some time ago. Sometimes a few kbits/s is all that is needed to destabilise an app.

The cost balance with L7 is CPU time/memory (instead of bandwidth), this is what's noticeable on high capacity sites. Unprotected low profile blogs are easy enough to attack at both L3/4 or L7; when you scale beyond that this tradeoff is more visible to the attacker.
