How does net neutrality affect websites/services that blacklist/greylist IP addresses?

@CloudFlare Internet in Nigeria runs largely on Shared IPs via NAT. Blocking one IP blocks possibly hundreds or users.Thanks. Twitter will use this to make your timeline better. UndoUndo
