I do think you've missed the bigger picture here and that is the real advantage isn't to any of those 3 - think early intervention for phoenixing (community, commonwealth, creditors and employees), efficiences (by cross utilisation of data eg ATO/DHS - FTB and CCB) etc :)

Sounds like an answer from the inside? which perhaps hasn’t been received/effectively messaged widely beyond the walls of the ATO ..... as yet.
