Not legitimate. Hillary had people smashing devices with hammers and asking on Reddit about how to permanently delete data. FBI informants would have been very helpful in getting them to talk.

I don't think the FBI's investigation of HRC was botched. That implies bungled, with mistakes made by incompetent or lazy investigators. That's not what happened. The FBI very deliberately refused to find anyone guilty of doing anything illegal. They protected her on purpose.

It's much, MUCH worse than that. They literally, ACTIVELY destroyed (or permitted targets of their "investigation" to destroy) all evidence of their crimes.
