Is there any extention or possibility to have networkThrottling enabled by default in @ChromeDevTools for all my future opened tabs?

Thx! I just had this crazy idea about an extension. It can be enabled so working on some "lovely super duper fast" sites will be challenging. Then maybe developers/customers will think about perf and do smth good to their users.
