@ChromeDevTools Capture Screenshot (cmd+shift+p "screenshot") only works when Device Sim has been toggled on, then works without sim on.
Should work right away without this lil' roundabout, you can file a bug at https://crbug.com if you're seeing it consistently

Yup. Every tab I try, the option doesn't work until Device Sim is enabled then it works fine after. Confirming with others, then I'll file.
