Here, specifically: https://github.com/chromium/chromium/blob/master/third_party/blink/renderer/devtools/front_end/color_picker/ContrastOverlay.js#L85 … Essentially: for each S, find V such that the computed luminance matches the desired luminance; plus some optimisations.
