There's a rumor that Chrome 69 was released, but it's not real until the @ChromeDevTools team creates a "What's New in Chrome 69 Devtools?" Youtube video. Instead, we're seeing the warmed over "What's New in 68?" video.
Until then, it's dogs and cats sleeping together. Chaos!

It's confusing because when starting Chrome 69, devtools shows the usual "What's new?" but for 68 again. You assume it's a broken link or that the 69 video hasn't been released. You search around for the 69 video, never finding it. You conclude there's a sad bug in 69 devtools.
