My boys school and the academy it's in won't even engage with me over the drop off/bus lane, adjacent to the only pavement into school, and why engines are allowed to be left running. How do we break this car culture?

Local police. Find the local pcso and engage with them. They're the ones with the power to punish.

Maybe it wouldn't stand up in a court of law, but schools have always enforced behaviour codes on pupils during their journey to and from school and punished children who don't adhere to them.
-
Where "enforced" means "tried to bully people in to doing what they say", but if the law is on your side all you need to do is stand up to the bullying. Easier said than done, especially where your child is further shamed by the whole thing, but it can be done.

The fact that so few question this or stand up to it is almost as sad as the short sightedness of these schools.

Yeah I haven’t tested that as my son isn’t old enough to go there yet. But I cycled everywhere when I was a kid and can’t understand why they would deny pupils that joy for the sake of a few sheds onsite?

Saw a teacher driving into school grounds this morning. She block the shared use drive to order a student to dismount his bicycle. Who's causing the real danger here?

They can however make it very difficult for pupils and staff to cycle to school. Inadequate or insufficient bike parking/secure storage, no cycle infrastructure near the school meaning that cyclists are forced to mix with heavy traffic or walk on the pavement with their bikes.

Schools often have rules based around neighbouring businesses. I know that one school in Acton forbids its pupils to enter a nearby Morrison's while in uniform, and justifies it under the "representing the school" aspect of being in-uniform.
-
I think perhaps this is a rule applied during the school day ie lunch or break times. This is entirely different to dictating the mode of transport outside of school hours.
