yes. Football is inherently a sport of directly opposing forces. As long as that's the case, this will be a problem.

@grumpyblacknerd i played rugby in college for a hot minute and the first thing we did at the first practice was learn how to tackle safely. Not having pads I think also makes it safer oddly enough

Also shoulder barges and head high tackles are illegal in Rugby, players actually get ejected for deliberate head highs and shoulder barges. Team then has to play man-down which is a bigger incentive to obey the rules than a yardage penalty.

It's the helmet, and it's easy to prove why. Step 1: Get a small hammer & a helmet Step 2: With helmet off, tap yourself very lightly on the head with the hammer, then two more times, as hard as is comfortable. Step 3: Put the helmet on & repeat Step 2. Step 4: Compare force.
