The issue with public space (park across from shelter) isn't as big IMHO as "Pokemon in the hospital", "Pokemon in a church"…

…shared public/private spaces with the same sort of disclosure rules. Really should be an "Opt out this location" system.

I imagine it'd probably fall under trespassing laws? Locations concerned might need to increase signage.
