Among the fallout of the Cyberpunk 2077 debacle, seemingly nobody is asking how Microsoft and Sony passed it through certification, despite having so many bugs that they're now issuing full refunds.

What I've gathered is that certification is more limited, like an ESRB rating. Not "this is weird, back to developer" but a list of a bunch of things A: game does not brick the console B: game will not get microsoft/don't sued Not so much "is Publisher selling a working game"

Because not everyone has an internet connection nor is required to, I'm not sure that argument should be allowed when the game is broken.

I was reading a thread that this was the case actually. (I can't find it anymore.) Apparently it was based on The Witcher being buggy and fixed pretty easily. Also Sony and Microsoft certification isn't very hard to pass either from what they said.
