For example - a team like the 2007 Raiders, which drafted heavily for speed (because Al Davis), could make full use of Lechler’s 60 yard punts since every failed first round receiver was put in as a gunner to get *some* use out of them. Their guys could cover Hester.

That’s a great point. Sometimes you see a guy take a kickoff right up the middle barely touched and the defense looks like they’re glued to the field. Sometimes you see a strong runner break 5 tackles on a punt and get a good block and take it in. It’s the players involved.

And how hard a punt to return probably depends on the punt distance and hang time. Like is it EASIER if the gunners run by you or if it’s a deep punt and they are in front of you with room?

Again, depends on who the gunners are and who the returner is. Open field returns (a long punt with low hangtime) is a lot easier to find a seam because the gunners and interior guys arrive as two separate waves, so there’s more room to maneuver. Same applies for kickoffs.
