I think it might actually be both, the bubbles seem like they’re from overwhisking
Given the amont of bubbles I’d wager on too heavy of a whisk? Seems like being too aerated could cause that level of bubble. Never made a flan before so that’s a wild guess.

Was the eggs mixture tempered with hot milk then strained? I find skipping that or overcooking produces this texture. Smaller batches of ramekins in th bain-marie method could help too. Is the center less bubbly?
Center is slightly less bubbly, I think it was just a combination of over cooking and overwhisking due to it being a first attempt
